FORMAL loose covers are measured on your premises, and this is limited to the London and surrounding area.  However, any original loose cover - formal or simple, can be posted and copied from anywhere in the world.  A formal sofa cover / chair cover will be neat fitting, usually with piped seams, a valance, and corner pleats.   You can also order armcaps and extra cushion covers.   Expert tailoring is a  crucial, but a good upholstery fabric will create a wonderful look.
